Photo upload limits

I have been looking into it. It's going to take a while. It does not appear to be as simple as i had hoped.

New members on our recently opened site are trying to upload so many photos, we'll run out of storage in no time.

Rather than being a action with limited power, maybe it could be built in to the photos module itself?
