When making a Group, adding a suggestion here, or anywhere the "Categories" are used, the "+" button should shift down as categories are added. At this point you have to keep going back up and down when adding.

Also, could the tags be optional? For many situations it seems that the tags would be useful, but for other situations it is just a bit of extra to input that isn't going to be used.
