wait 1 minute to send another email

Is there a way to eliminate the need to wait 1 minute before a member can send the next emailmessage?

I searched the forum, but didn't fins an answer.

I don't know why this feature is enabled at all. It's very annoying.

there is a setting in the admin panel, and its a great feature, stops possible spam attacks.

I couldnt find the setting in admin panel.

can you tell me where I can find it?
