troubles with login in a development environment

Hey guys

we got a new developer on our team the other day, and he's been having trouble setting up a copy of our site running on his local machine. We're currently at the stage where he has a copy of all the site files, and the database running on his local machine, but can't log in with the admin passwords that work on the live site.

Any thoughts as to why they're not working on his local machine, but are working on the live site, with a copy of the database? any suggestions would be greatly appreciated~

 what is the OS that he is running on his local machine? xampp or is he running linux? what OS are you running on production?

Xammp on the development environment, and our web host is using linux, though I couldn't tell you what version without calling them up to check

 if the cache has been cleared, on the developers browser, and the cache folders have been cleared on the dolphin install. the only thing i can think of and if deano comes by he may have some additional input, but there is one more area that needs to be cleared as best i recall from deano, when moving a site to another server, not sure if its windows specific or not, but i would think not, but there are times when dolphin just decides not to play well with others.

 i have to run at the moment, but shall return shortly and will search for that path and what needs to be removed, its something with plugins directory and tmp crap that gets created.

Sadly no. Apparently the page loads just fine, just like on the live site. 

Yet the username and password that works on the live site, still does not work on the local copy, with the cache and cache_public folders emptied. Further ideas?

Check the database to make sure any table names didn't become lowercase.  There's a few that should be capitalized, like the Profiles table.

The Profiles table is capitalised just fine: the site seems to be loading properly.

It's just not possible to log in to the administration section. he says once he can get in there on his local copy, there shouldn't be any further problems of this nature.

One thing that was tried was changing the email of the Admin account to his own, and then running through the "Forgot Password" steps, but apparently Capcha isn't working either.

Any suggestions for getting him into the Administration section?
