I hate to sound rude, but this feature should seriously be built in. $25 to set a default time zone is crazy.

Yeah i agree  sort of pissed me off when i seen it as well.  Seeing almost every other php app has this built in.  some even auto detect some you pick time zone at signup ....

*Edit* read the date wrong, its DD-MM-YYYY not MM-DD-YYYY like I am used to!

I know one of you guru's out there is going to be able to tell me what php code I need to modify - I don't care if I can't dynamically change it in the cpanel. I'd rather lock it to CST where most of my users are from, rather than letting them think they made their posts 12 hours into the future.

if thats the case try to set server time in php.ini  if you cant  try to set it in the .htaccess.

I've found that changing the timezone in your php.ini file works just fine, though it doesn't seem to work for some. If you search the forums, you'll find a number of topics with different options to try.

You'll can change your site time zone for 5 minutes for all visitors it's right, but what will you do if every users must have their time zone?

Well i am one of those people who could care less about time. So if no time was listed site wide that would be even better.  Sure leave the date it was posted but time....  I could do without
