not disabling module for stardard user

I want to disable a module for a standard user (particularly the files mod). I have unchecked and disabled the the mod in membership level tab. I have a standard test user I created in order to confirm that it is disabled. It is not. I have done this in the past with no problems so I do not know what is wrong. I have also upgrading from 7.1.3 to 7.1.4, thinking it maybe a bug... no luck.

ok just an update I have at least got it to weather it denies access once link to file is clicked. But is there any way I can disable standard members from having "files" in the the Nav menu?

There maybe a mod on the market for breaking down the membership levels, but in the Navagation Admin the only options are member, guest,both or none

Yes you can.  You need to install the free Page Access Control module by Boonex.  Then you can set it so that certain membership levels can not see menu items as well as control page access and access to php blocks.  You can hide page blocks based on membership level as well.

When you install the module, there will be a menu for the different areas that you wish to control, page views, page blocks and navigation menu.
