no Bottom Bar after a clean installation 7.0.3

hi all

i install the new D 7.0.3 and have no bottom bar!

i do number of clean installations and still same result. no bottom bar!

I'm having this same problem... I wouldn't say things were going smooth with my upgrade but for the most part no big problems, then I went in to switch out templates, once I did I have no bottom bar anymore and all ->'s in the admin section are gone so I can't go into Advance Settings and switch the template back.  Also, the news feeds for boonex just spin... I went in and manually changed the template in the DB but the bottom bar is still gone and still ahving the other problems...
