new bottom block is on join form, profile page

I created a new bottom block next to the terms. It added a block to the profile page where the guest sees "actions" next to "subscribe". And changed the text on the join page where it should say "terms" by the check box. 

This is still happening.

A few weeks ago I created a new item in the bottom menu. Now every time I create a new item in another place, the text from the bottom menu item shows up in the new item block on the website and it won't let me save the new text. For example, In the navigation menu I tried to create a new item and that bottom menu item's text gets displayed on the website in the navigation menu within the new item. 

On the join form, next to the terms check box, the new bottom menu item's text is displayed.

This same text is also within its own button next to the subscribe button on people's profiles. The button takes people to the join page.

I deleted the bottom new item and the deletion had no effect.
