can a paid member send and receive messages to all memebers,

and memeber that did not paid can only reply to the paid users ?

It is either use the messenger or not use the messenger.

You will need to do some custom coding.

Hi, do you know maybe of any kind of module doing this?

setup your membership level actions - a non paid membership type (whatever you want to call it but I will use Standard as an example) can be set to not be able to send or receive (as stated it is an all or nothing deal) while you can set your paid membership type to be able to send and receive messages. By default, that is the best you can do. Unless you can find a way to code things differently (as was already stated)
