language switcher at footer ? is that joke ?

I really think language switcher should be at top of site somewhere around main menu. WHo look to footer ? I never look there and it will be last place I will seek for language switcher if I was site visitor. I thiunk this should be added as feature enhancement for next version. I know it can be done as there is one forum post how to actually move that lang. switcher but I think it should be by default.
