inserting pictures in mail

Does anyone know why or how can a member insert a picture in a email within the site? I had 7.0.9 and it worked. Will this be fixed eventually?

You use the insert image button.  I just tested it and it works.

And of course they can go to the HTML source and use <img src=

Are you looking for the ability for a member to "upload" an image from their pc? Because I do not see that option anymore either, it is setup now that the image already has to be somewhere online and you insert the url to the image. The old tinyMCE had an upload option for images.

TinyMCE does not ship with an image uploader/manager.  You have to add it to it.  You can use DeeEmm's for 7.1 you just have to make a few changes since 7.1 changed how TinyMCE is handled.  You have to install it separately for the forum because the forum has its own TinyMCE init.
