You can edit members through Administration > Members > [Member]. When editing a member, there will be an area to change their membership level. If you also want to disable promotional membership, you can do this through Administration > Settings > Membership Levels. you can fashion your join form where it requires minimum information then all other additional fields will be and can be made mandatory from the profile section. i would simply not approve a profile that was incomplete.
