The time zone is not set in php.ini.  Enter the proper time zone in php.ini and then restart php by restarting apache or php-fpm, or what have you.

Glad it is fixed.  To answer your question though, no, it is not a database issue.  You would have to edit the php.ini file, if you have access.  There is also a way to add it just to Dolphin through the header inc file if one can not edit the php.ini file.
