adding Hotlinks to new html block

its probably a simple enough answer, but a no0b like me is having trouble figuring out how to drop a hot link in a new html block from the page building forms.

 

I've added blocks to a number of pages helping giving detail how on how the various mods work, but when I try to add a hot link to the box (for example to reference our Terms of Service) using the <a href=""> </a> code but it just displays the text with no link.  likewise, there is no option to insert a link through the editor 

 

I appreciate any help or direction
