ad new usergroup

would like to add new user group can some one tell me how to do it:

i have add it in administration/nav_menu_compose.php but where else i have to make changes for showing boxes only for VIP´s and to administrate this group called vip´s:

Can someone halp me?

Could something like this be done for all blocks and add friends. This would be a great feauture for the profile page!!!!
