Where do they go?

When someone checks the box affirming they have the right to share a file, is that file actually linked to a document with that electronic signature? If so, where are those documents stored and how are they retrieved in the event of a copyright dispute?

If checking that box doesn't get linked to a file, then what is the purpose of having it? 

Since that affirmation box that is mandatory to check only show with the regular uploader and not the flash uploader, I was wondering if it actually served a purpose, or is it little more than the fake security warning stickers for homes and vehicles?

 To just cover yourself from a member(s) uploading content that is not actually theirs.

Good luck trying to enforce any of that. Facebook can't even do it.

It is there to sort of tie into the DMCA takedown notices for US based sites and similar laws for other countries.  For US sites, you should register with the US copyright office ($100.00 highway robbery fee) and you set a takedown officer.  Under the law, if you have have register your site and have a takedown officer listed, you can not be sue first and then asked to remove later, they have to ask you to take down the content, and they have to clearly tell you the offending content, first before they can sue you.
