What is the "report" button supposed to do?

When my users click on the "report" button, they get the box stating that the report about spam was sent.  However, the site admin doesn't get an email and there's no where on the admin side to manage these reports.

So, what is supposed to happen when a user clicks on the report button?

Sends the admin an email.  You can see the email template.
