You can change the frequency that votes are allowed per IP address by editing inc/classes/BxDolVoting.php

At the top find:

define( 'BX_PERIOD_PER_VOTE', 7 * 86400 );

That is the time in seconds (1 week) for the vote interval.

You can change that number to whatever you want. For example, say you want one hour:

define( 'BX_PERIOD_PER_VOTE', 1 * 86400 );
