First you'll need to install AV software on your server, and php extensions for it.

Then, you'd have to integrate it into Dolphin's file uploader.

Simple

I am sure it is simple, if i knew what I was doing.

It is simple.  Finding someone to actually do it... maybe not so simple.  One thing is certain.... if you're not on a dedicated server, you can forget it.  Very few, if any, shared hosting providers are willing to do anything to a hosting environment that is working just fine for a bunch of customers.  The first part of the job would be finding a server administrator to install AV software and its PHP extensions on a dedicated server for you.

I brought up this very same issue a long, long time ago, but it didn't get much attention.  That's when I discovered Clam AV.

Here is what my hosting provider responded with;

"Members only upload the front-end of the website and you shouldn't worry about it. However you need to protect your FTP password. Make sure it's very secured with mixed letters, numbers and uppercases. We have mod_security rules to block script injection. Worst case scenario if anything happens, we have backups of your website on another hard drive. Hope this helps."

I assume you have a dedicated server? If not what are the steps?

Judging from your apparent level of experience, server-side virus scanning of user uploads, should be way down on the list of things you should be worrying about.  Worry about building a working website first, and learning some of the basics.

Yes point taken. Matter of fact, by using, understanding and setting up the various aspects of the system is how I came across these questions.

Yes I am now focused on building the site for my members.
