Upgraded to 7.1

When I upgraded to 7.1 it kind of worked but the option to recompile languages on modules is not even an option for the modules...How to recompile those languages would be very helpful...

Go into admin->modules->add & manage.

Should be right at the bottom of the list of installed modules.

I was able to use IE and it was hidden under the same bar just enough to press it but only by 1/16th of an inch...

It's it's hidden, you may need to clear your browsers cache, or if your running a custom template, make sure it's compatible with the current version of dolphin, or make sure all of the default base and uni template files were completely over written with the new versions. Failure to make sure all new files overwrote the old ones is one of the top reasons why updates fail.
