Ugh! A new one, video organise not working

I have a problem on a site that I have not been able to track down.  The organise is not working on the Video album page.  It works for photos but the sort order for videos drag and drop is not working.  The javascript code is loaded to the page, the ID is applied to the division.  I see no errors in the console.  Nothing is loaded to the videos page that is not loaded to the photos page.  What could cause the video organise to stop working for videos but continue to work for photos, it is the same script for both.  I have made no changes to the video module either classes or templates.  When you go to drag, you get the "no" symbol (circle with the slash) and the thumbnail does not move.

I get that every now and then. I usually just clear both the browser and dolphin site caches. The n close and reopen my browser. Sometimes I even restart just for ish and giggles. After that, it works again. I don't know if any one of these things could resolve the issue, I just have a habit of doing all of them.

I clear the caches.  Question, I am using APC on the server, which caches should go to APC and which should not?

This is seen by me and a remote person as well, so it can be browser related.

I have still not been able to figure out why this problem is happening.
