UTF-8 characters when mod_rewrite used

I sow that UTF-8 characters are removed from urls when mod_rewrite is used on website..

Maybe it could be added in feature an option in the website administration page were you can insert the utf-8 chars and with what chars should they be replaced. like this:

Š is UTF-8 char and should be replaced with S

You can enable them through a simple file edit, so reports suggest it doesn't completely work as expected.
