This Action Is Available Since (and "until")

I just don't understand it :(  

Can someone explain please?

you can assign a length of time, as well as number of times, membership actions are usable for a membership level. (Admin - Settings - Membership Levels -> Actions (of particular membership type) -> click on actual Action -> window will open) .

 

As an example: if you Create a membership type called "Miniature" and you only want users to view profiles 25 times, and once a user has viewed 25 profiles, they are unable to view anymore. You would input 25 in the first field.

The second field is whether or not you want the actions to reset, and how often (in hours) so say, you only want the user to view 25 profiles each day, then you would put 24 in the second field.

The third field is when this restriction begins - you input the date, and the 4th field is when it ends - again, you put in the date

 

I think that's the gist of it.

Available Since and Available until - the help/description beside them both is:

"Leave blank if the action is available every time."

Baffling.  Every time what?  ...the user logs in, the user makes the action, the user has a glass of wine (which I could use right now).

I still don't totally get it.

So one day I decide that users will only be able to upload 2 photos within 24 hours.  What is the point of entering a date... is it so that I can set the restriction up for the future?

And what date format does one use?

I was reading another post, and not exactly sure what format or type of content is to be put in that field. In the other post, the example was based on a period of time during the day - say from 9 am to 5 pm users are allowed to do this action. But even that post was one about the settings not working.

I read that one too and it didn't make much sense either.

I won't be using it anyway (the dates) but the popup that the user sees is just plain confusing. Well maybe it wouldn't be as confusing if there were dates there.

I was thinking of just replacing the content of that box with a narrative (instead of table format) of what that membership can do. As the description for the membership is limited to a certain number of characters (255, I think) this would be a prime place to put an extensive explanation.
