Recently as I was attempting to sign a white house petition there were to many Simultaneous user and the picture below popped up why can't we have the same thing happen instead of the ugly warning message that looks so trivial in nature and very poor looking indeed...

Oops, I think you forgot the image. However, yes, you can have a custom database message displayed. There is a forum topic on here somewhere that outlines what you need to do.
