Strange Characters in Forum page

create a topic and recompile the en_language

that worked for me.

Recompile the language using the Manage Forum; not recompile from the admin area.

One of the things I see a lot in here is people not taking the time to read all the instructions. (I'm even a little guilty of that). The need to compile the forum separately is very clearly listed in the install instructions. Reading through them before you start your install/upgrade will help you tremendously in having an error free experience.
