Rotating Banner won't rotate

Have a rotating banner system on my server (not a dolphin add-on) and have the correct code in my dolphin template but only the first banner is ever shown. Turned off all cache options I can find, but can't seem to get it to properly load the code each time and pull a random ad.

Nevermind it was a PEBKAC error.
