I actually don't have video comments either for the latest dolphin version.  I can't find a video comment option anywhere.  I also can't record videos in the add videos section.  Embedding videos is okay but I can not record videos.  It keeps saying connection error.

Yes, it is free.  You have to install it on the server.  If you are on a shared host, then you can not install it.  Some of the share hosts that are for Dolphin will provide RMS for you, you have to contact their technical support and request your domain to be added to the RMS server.  There are also RMS rentals if your host does not provide it.  You may also be able to find some free RMS server provided by members here; that may depend on how much video recording and webcams you are planning to have since it does use bandwidth.  You have to go into the Flash Apps section to add the information for the RMS; we can help with that as well.
