Public site not so public getting access forbiden

Using dolphin 7.1.1 and we keep getting access forbidden from block and items which are suppose to be public and idea 

 Getting same thing after Upgrade from 7.0.9 to 7.1.1  Standard user can not access anything they could before.  Getting 

"Access denied. You must have special permissions to access this area or you are not logged in. "  when the user is logged in already.
