Public Groups box and Events boxes disappear

As you can see from the photos when you click on the different tabs of the block such as "featured" "recent" "top" "popular" if there is nothing in that category yet the entire box disappears.  This happens with groups and events.  Shouldn't these boxes stay put because there could be a tab that has information and you cannot look at that because the box disappears.  Any help would be great.

It is one the home pages for events, groups.  The problem is if you click on an area that doesn't have any photos in it yet the whole box disappears and then you have to refresh the page.  The work around is you put something in each category "recent" featured" and so on so it doesn't disappear, but shouldn't these boxes stay regardless.  I did use the block tool mod to copy the public blocks to the individual pages.  You will not on the homepage they do not show up if there is nothing in them.  

By default there is no such possibility to make it.

This is considered as custom modification, so you need to modify it someway to fix it for you.

The fix just make sure you have something in all areas of that block if you plan to copy it over and use it else where.

The block you are trying to use is supposed to be displayed on index page and there is special behaviour to not show it if there is nothing in it.
