Yes, but it depends on how it is set; if the album is set to private, then you change the privacy setting for the album.  If the block on the profile is set to private, then you change the privacy setting for the block.  Of course if the album is not set to private it will show up in the list of albums.

If your dead set on changing the setting; use Deanos Tools module to login their account and change what you need.

Of course the member can then just change them back.  Perhaps you should give more details on what you want.  If the idea is that members can not hide their profile photos, then you will need to make changes to the site so that members can not change the privacy settings of the profile album; or if the idea is for all albums, then eliminate the ability to set the privacy of albums in general.  There is a setting for privacy groups in the Advance Settings but there is no checkbox for "Me Only" or private.

If you are just talking about a few members, then Newton's method will be the easiest way to go, just go to Amdin, Deano's Tools, Administration, type in the member's name/nick in the search, then you can log on as that member and access their album and change the privacy to members.  If you don't have Deano's Tools, it is a free download in the Market.
