Where to find the location to create Privacy Group in D7.1.1?

The feature is disabled by default. You need to go to Dolphin admin panel -> settings -> Advanced Settings -> Privacy Groups, check 'Enable 'Create New Privacy Group'' setting and save. In this case 'Privacy Groups' menu item will appear under My Account menu.
