PHP Error on /install/index.php

I am having problems trying to even access the install page. Please help! :)

Hosting Info:
- 1&1 (Shared)
- PHP Version 5.2.14

one of two things have happened here, either the file is in fact not there, or there is a permissions problem on that directory.
