It's a PDF file when it is downloaded but it is seen by a browser in the open file process as a .txt file...
How or why is that? When you tell it to download it starts to download and it asks you do you want to open it or save it. If I say open it the browser is trying to open it as a .txt file but if I download it, it is a PDF...

OK, most windows based devices are going to determine what to open the file with by the last dot extension. So if it is truly .pdf.txt, it will open the file as a text document. a pdf file should not have that .txt extension, what place it there, or who placed it there?

This is what i see when i download it.

The file associations in windows is what controls what the choice is when the file is saved. If your getting txt then your pdf file associations in windows may be messed up.
Uninstalling the acrobat reader and re-installing it should repair those associations.
If when you download the PDF test file from my site it works as it should, then the most likely cause would be server side with Apache mime types.
