Manage Subscribers mass mailer problem

i have 2000 members and the mass mailer is saying i have 0 Manage Subscribers , plus i dont think my members are getting the emails

This is another one that has been beat to death if members would just search for it.

Subscribers are people that clicked on your subscribe thing usually found on home page.  The idea behind subscribing is that non-members can sign up for the site's newsletter.  Members receive the newsletter by the "receive site notifications" checkbox.  I reworked the newsletter to use a special "Receive Newsletter" checkbox but that is another story.

So, it is quite possible to have 2000 members and zero subscribers.  Of the 2000 members, those that have the check in tthe checkbox to receive site notifications will receive the newsletter and those that don't won't.
