Will boonex ever create a link dum mod were members can post links only if they post a link on there website.

Do you mean a referral mod?  In other words, do not allow a link to an external website unless they have a referral link to your Dolphin site first?

Even if there was such a feature, mod, or what have you usually they just remove the link shortly after. The site in question could also disappear or die too.

The I will link to your site if you link to mine used to be popular years ago, but not so much anymore. Google actually discourages it to some extent especially excessively.

I wouldn't automatically link to any site without taking a little time to inspect it.

@gameutopia - There are ways to deal with that. One such way that was used by a link exchange program i was involved in years ago is the other party is required to place the link first and enter the url to that link so it could be verified before their link is allowed to be placed. This link is checked from time to time to make sure it is still there, and if not, then theirs is removed.

@imoverhere - gameutopia does have a point tho. It used to be popular years ago, but now Google will actually penalize sites that engage in link exchanges. One way links, that is links to your site with no matching return link Google approves of. Two way links are discouraged.

One of the biggest spam problem on a non-Dolphin site I have is referral spam; crawlers trying to leave referral links.  So if Google and others are not placing as much importance on links it may be a good thing.  A couple of years ago Google punished JC Penny because they hire one of those; "we will get you at the top of the list" companies that were doing nothing but flooding sites with links to JC Penny; or at least JC Penny claimed they hired someone, they could have been doing it.
