Join and Security Captcha Not Working

I was trying to test out something by creating another profile before we open the website for use. I filled all the information in for "Join" but the security captcha image was not showing. Even after I removed it as a required field, I clicked join and it still would not let me register. Can anybody tell me what is going on or is it something that I did wrong?
