Inserting text into forum 'header' area

Howdy

I'd like to add some text in the space between the breadcrumb, and the forum message list.

I've poked around in the modules/forums directory but cant find the right place to insert this.  Anyone have a quick pointer to the right file?

in general, the text will be there all the time when you use forum, not specific to the forum message list.
