I deleted cache but changes are not showing

I made changes to my website and they are not showing up. I deleted cache in cpanel, and in admin. I also unchecked the enable cache options in admin. For example, I moved some of the php blocks from "active" to "inactive" position in profile pages builder and the php blocks are still showing up on the view profile page. One of the php blocks I moved is the profile photo switcher and a few others. I would like to completely disable all cache on my website because I really don't see the use for it for what I am doing right now. What should I do?

As of right now, the change JUST SHOWED UP! I had to wait the time from the first post until right now! I really need to change this. lol

Depending on the type of changes, your browser may be caching it. Web browsers cache images, javascript and sometimes CSS

Whenever i make changes to my site, i shut off dolphins caching and when i make a change, i reload the page with a CTRL+F5. The control key in combination with the refresh key F5 tells the browser to dump it's cache of the page so you will get a clean reload.

I tried that too. I searched on the internet and couldn't come up with anything. APC is installed on my server. Does that have something to do with it?
