How to show Featured members

What has to be done for members to be visible in the "Featured Members" block? How do they become featured?

Thank you for that. Is there a way for the members to make each other featured so that the admin does not have to do it?

 No such functionality exists. You would have to get this custom developed by a programmer.

I don't think it would that difficult. Why not pm modzzz about a price. i am sure he could handle that.
