I'm not sure if Orca forums module loaded properly. I believe it has, forums, topics, etc work fine. The problem is I cannot edit who can post forums. From the admin home page, modules, orca forum ... when I click on this, it does not bring up "settings" as the other modules do ... I am redirected to the forums page.
So my question is ... Where can I edit "settings" for the Orca forum? (I have already checked member levels and they are set properly, but no members other than admin are able to post new forums) I am using Dolphin 7.0.3

Only an administrator can create new groups and forums. If you're referring to topics, then you should make sure the following membership level permissions are set:
- forum public post
- forum public read
- forum search

The ability to create forums is tied to the forum management page, which is only accessible by administrators. To allow regular members to use this page would require some modification work.

Pardon my limited understanding, but where is the admin distinction made? Seems it's separate from Membership levels (e.g., Standard) and Actions associated with them like the ones mentioned in your earlier message (e.g., forum public post, forum search, etc.)

The admin distinction is made during installation, as of yet there is no built in function to easily assign additional admins. If you don't already have it, pick up the Deanos Tools module. Back to the OP's question - this may or may not help, but you can allow your members to create their own groups, and within each group is a forum thread. Might not be what you are looking for, but figured I would mention it.
