How do I organize public photos?

I'd like to be able to organize photos.  That way, when a person uploads 20 photos it doesn't just show 20 of their photos together.  Is there a way for admin to do this?

You can create albums - upload a new photo and it asks you which album to add it to, or create a new album.

 What?  I don't want to move other people's photos on their profile.  I want to organize the layout of the public photos so one person's photos aren't all blocked together on public photos.
