Homepage blocks disappeared

At some point today nearly all homepage blocks disappeared.

I went to the page builder and they are still all there.  Their settings are still the same, both "guest" and "member" are checked.

Moving them around does not make them appear again, nor does removing them and re-adding them.

Any blocks that were not there before - if I add them now they do appear.

Every single block (old and new) DOES appear when logged in as a member.

I have tried:

- clearing all cache via admin

- viewing in different browsers (and clearing browser cache).

- using page builder in different browsers.

Super weird... am I totally missing something??

What about Page Access Control?

What is the difference between setting access here and setting access via each block in the page builder?

Just checked page access control.  All of the blocks that are shown on the page builder are there and each one has all boxes checked.

Page Access Control controls access based on membership levels.

Oh right DUH, sorry :)

The thing that's so confusing is that any block that I've never used before does whatever I tell it to - show/hide/left or right column.  It's only the ones that were there before this problem occurred that I can't get to show up for guests anymore.

I was thinking that the problem stems from something that I've done but I've never done anything related to the "Outline" block, I can't even get that one to show up.
