Help on owners of group owner approval

We have people who own the groups.   We want them to be able to perform the following on the people who
are members of the group:
1.  Suspend the account AND then make it active.
2.  We want the group owners to be able to review and approve the following for their members:
1.  Any profile changes
2.  Any video changes
3.  Any picture changes

It appears that right now the site admin is the only person that can do this.  Is it possible to configure the system so group owners can have those capabilities ?
