inc/header.inc.php

In there you need to change the site url and the site path and the database settings.

I went to cpanel and did the copying there, but the new site came up like a mess, the layout and everything was missing.

but I did the same thing to another site and it was fine.

what the hell is going!

You need to go into the admin tools section under host tools and permissions and check everything. Most likely your permissions are not proper. Also copying a site can also mess up file ownerships which is much harder to fix for sites that run php as an apache module.

If you have permission problems; check the permissions as outlined in the HELP section from the menu above.  Be sure to scroll down the page to see the module permissions. If you don't have shell access you will have to adjust the permissions for each file one by one; not as bad as it sounds as I did that for someone when I installed Dolphin manually and did not have shell access.
