Having problem with importing translation file.

I have upgraded 7.0.9 to 7.1.2 but I can not isntall some of the compatible module.
So I decide to clean install to another sub directly.
Problem is that I am trying to import language traslation file but it does not work properly.
What I have done is....

administration panel -> Settings -> Languages Settings. Export Language file from upgrade dolphin and imported to clean install dolphin witch is running on diffrent sub directly.

But it will not import and getting an error.

And also I tried to replace database table from upgraded dolphin DB to clean install dolphin DB as below and compile laguage and cleard cache but it did not work properly.

sys_localization_categories
sys_localization_keys
sys_localization_languages
sys_localization_strings
sys_localization_string_params

I does not work because structure between upgraded dolphin and clean install dolphin is slightly different??

It is really tough to translate whole thing again.....

Is anyone know who to figure this out?
