Yes I have, it seems the 1st tap, just gets the rating #, then the 2nd tap actually submits the request.

you will get that with most items that have any sort of hover feature such as menu's etc.. some buttons also that have hover over colour change. Some mobile OS or touch displays will recognise the first click as the hover, then the 2nd as the activation.

As daihlo mentioned.

It is normal on mobile devices. Mobile browsers are actually what is doing it. Anything that has a hover over will require two taps. Mobile devices do not have a mouse that you can hover over something. Thus the first tap simulates what would happen on a pc when the mouse is moved over the item, the second tap is the click.

Unless it's a Microsoft Surface. In that case the first tap does nothing. Sometimes the second and third tap does nothing. The fourth harder, pissed off tap activates something different than what you wanted for no friggin reason. The fifth tap closes the app you were working for no apparent reason. The sixth tap reopens the app so you can redo everything.

 Sounds about right for Windoze.

I support windoze for a living, I don't have windoze on any of the 4 computers in my house.

2 desktops, a Mac, and my laptop.

I have a windoze partition on my laptop for those occasions when I have to prove to a client it's their network, but, I use Ubuntu exclusively.

I actually found a computer that would run windoze respectfully.  It was  a dual quad core xeon with 16 gigs of rams.  It could actually keep up with my quad core 4gb machine running ubuntu.  LOL

I wasn't trying to be funny. That's exactly how my Surface I behaves. It's a pos of the first order. I really bought it for storing and reading semiconductor data books, but have been using it a little more while my pos HP laptop is in the garage. Stupid computer techs... all they know how to say is 'It's the motherboard'.
