ah figure it out under settings>Membership levels>click on Actions under Non-member and enable "forum attachments view/download".

New question thought:

Is there fastest way to insert the images on the post either standard or higher level? looks like I have to upload the images first then submit then go back click on edit then click "insert to post". For me the user gets annoyed.

Thanks.

The reason it works like that is because the link has to exist first.  Since the file has yet to be uploaded to the site, you can not establish a link to it in the post.  So you have to save the post, which automatically uploads the image and adds it as an attachment.   Then you can go back and edit the post and insert the attachment to the post since it now exists on the server.  I agree that is a rather clunky way of doing images in the forum.  An attachment button is still nice; you might want to attach files for users to download, such as zip files.  However, as a way to insert images it is very poor way of doing things.

Thanks geek_girl for the explanation. Maybe someday someone can come up with something better.
