Fatal Error: Database connection failed

Please help me - the site was fine this morning - I did not do any change whatsoever 

but now I got this Database connection failed

Call to a member function getRow() on a non-object in /home/tasun/public_html/inc/utils.inc.php on line 437

please tell me how to fix this error
