Error after upgrade to 7.1.3

I am now getting an login error on my www.myblogworld.biz after upgrading it from 7.1.2 to 7.1.3. I think it has something to do with the IP security setting.

Fatal error: Call to undefined function bx_member_ip_store() in /home/dolphin/public_html/member.php on line 377

I have tried erasing all stored IP addresses and I still get this error.

Your upgrade is incomplete. Not all of the files were replaced. You need to try uploading the files from the inc folder again. Watch your FTP logs for errors. My guess is the permissions prevented some of the files from being replaced.

It's mentioned in one of the steps. Making very sure all files were actually replaced.
