Dolphin : Installation

I have this message on the homepage, when I plan to install dolphin

this is a permissions issue or ownership issue. or the directory /inc didnt make it up onto the server when you transferred your files

What should I do to fix it ?
there are two dolphin in subfolders & installation went well,

agree thank you for your reply, what I am I went to / install / index.php & past the facility after this there was no message & the home is again normally
